 Colonel is the highest ranking officer in the Army Headquarter. He has power and authority. Yossarian is the pilot he has already made 48 flights. The rule of the Army Headquarter allows the pilot to have leave when he fulfills 40 flights. Yossarian has already made 8 more flights. He is happy because he is going to his house on leave. Wintergreen tells about catch 22 to Yossarian which does not allow Yossarian to have leave. Yossarian want to know about catch 22.

 Wintergreen tells that catch 22 is the order given by the colonel, which says that he pilot gets leave when he complete his 58 flights. Yossarian becomes very very sad and wants to protest against catch 22 which goes against the Army rule. Yossarian is confident that Wintergreen will help him in his protest. But Wintergreen does not like to help Yossarian as he is already on the side of the colonel. Human beings worship the power. The Colonel is not the man of Democratic sprite. He is tyrannical officer.
